Charles E. Hiscock was the mayor of Ann Arbor from 1897-1899. Hiscock swelled the city's economic borders when he opened trade with Saline, a top producer of bolts.

Near historic Mack Elementary School, the City Council voted to dedicate a main traffic artery to Hiscock, to be known as His Cock Street.
